Hello · Argentina Landing Guide
October 19, 2026 edition · Updated October 21 · Version 3.0

Argentina deserves a serious look.
It does not deserve a casual decision.

A decision guide for international companies evaluating an Argentina operation anchored in Buenos Aires, with specialized field operations elsewhere when the business requires them.

Start with the job the operation must do. Then test the customers, capabilities, structure, funding, workplace and operating system required to make that job real.

Executive brief

The decision in four answers

Evidence

Why now?

The export-services base, energy resources and reforms justify serious evaluation. Growth forecasts have weakened: the decision should rest on real demand, tested capabilities and funding that can withstand a downside scenario.

Decision framework

Who is the strongest fit?

A company with a defined operating purpose: a role family it can hire, customers or projects it can serve, a regional mandate it can exercise, or an operating advantage that survives exchange-rate changes.

Decision framework

What can break the thesis?

Vague demand, no local decision authority, an untested channel, unresolved legal or tax exposure, weak funding and collections design, or a workplace and field footprint disconnected from how the operation will actually run.

Decision framework

What must management decide?

The primary job of the operation, current stage, local activity and structure, critical capabilities, funding and cash mechanics, workplace and field needs, decision rights and the next irreversible commitment.

1.5%2026 growth forecast · September REM

The REM consensus published October 6 forecasts 1.5% real growth in 2026, down from 3.0% in June. The revision reinforces the need to test customer demand and plan with scenarios.

1.9%Monthly CPI · June 2026 (historical observation)

Disinflation is material. Compensation and supplier policy still need explicit review rules.

17.0%Q2 2026 average office vacancy in Buenos Aires

JLL also reported 7,946 sqm of positive net absorption and an average asking rent of USD 22.7/sqm/month. The data supports meaningful choice, not a conclusion about every building or submarket.

    Argentina Today

    Executive question

Which operating thesis does Argentina strengthen for us, and what would tell us that the thesis is weakening?

    Provisional conclusion

Argentina merits active evaluation for several operating theses, but national recovery is only the starting point. The company must connect macro and sector evidence to the customer, capability, footprint and risk assumptions of its own model.

Argentina has moved from crisis management toward recovery and reform implementation. That shift is material. It does not remove the need to manage inflation, currency rules, reserves, policy execution, wage expectations and sector-specific friction. The practical question is not whether Argentina is broadly attractive. It is whether the current direction improves the economics and execution of the operation the company actually intends to build.

    Evidence

Growth forecasts have weakened: test the thesis with scenarios

The September REM, published by the BCRA on October 6, reports an average private-analyst forecast of 1.5% real GDP growth for 2026; its Top 10 forecasts 1.2%. These are surveyed expectations, not BCRA forecasts. The reduction from June’s 3.0% consensus makes customer validation, cost testing and downside scenarios more important before committing capital.

    Evidence

    Disinflation changes the operating conversation

INDEC reported 1.9% monthly inflation in June 2026 and 16.8% accumulated inflation through the first half. This is far below recent instability, but still high enough that budgets, compensation and supplier contracts need explicit review mechanisms.

    Evidence

The knowledge economy has real operating scale

Knowledge-service exports reached USD 9.6 billion in 2025 and the sector exceeded 285,000 formal jobs. That demonstrates an export-oriented base. It does not prove that a specific senior, bilingual or specialized role is abundant or attractively priced.

    Evidence

Energy and industrial activity create a separate entry thesis

EIA expects Vaca Muerta growth to lift Argentine crude production to about 810,000 barrels per day in 2026, while the U.S. Commercial Service identifies oilfield equipment, services, pipeline technology, LNG, drilling and completion among best prospects. In July, Resolution 166/2026 consolidated hydrocarbon export procedures into a notification and registry framework. These are sector signals, not proof of demand for any one supplier.

    Decision framework

The strongest thesis is operational, not speculative

A company should be able to explain exactly how Argentina improves the business: access to capabilities, customer or project proximity, regional leadership, service response, engineering depth or a durable cost-quality advantage. A favorable peso, a headline reform or a sector boom is not enough by itself.

Four operating theses, four different diligence tests

    Establishing an Operation

    Executive question

Which employment, legal, tax, commercial, channel and import structure fits the operation we intend to build, and which decisions must move in parallel?

    Provisional conclusion

There is no universal contractor-to-EOR-to-entity ladder. Employment, local activity, revenue, channel, imports, entity, banking, IP, workplace and field operations are connected but separate decisions. The correct sequence begins with what the company will do and how it will reach and serve customers.

Expert perspectiveJuan KennedyOperational readiness, taxation, funding and first-year cost planning

A company can hire people quickly and still have an incomplete entry model. An Employer of Record may solve local employment administration. A distributor may solve part of the commercial and import path. Neither automatically resolves taxable presence, customer contracts, intercompany pricing, banking, product requirements, data, property or service obligations. This section is a management framework, not legal, tax, customs or accounting advice.

    Decision framework

Start with local activity, not the preferred entity

Internal delivery, local sales, customer contracting, regional management, regulated work and field service create different risks. The structure should follow the activity and authority, not an executive preference for a particular vehicle.

    Decision framework

Product companies must decide market access early

Direct export, representative, distributor-importer, local subsidiary and project partner models create different control, margin, customs, warranty and service outcomes. The channel decision can be more important than the initial headcount.

    Decision framework

Employment channel is only one workstream

Contractors, an EOR and direct employment answer how people are engaged. They do not determine who earns revenue, who imports goods, whether local tax presence exists or which customer and property contracts can be signed.

    Specialist check

An EOR can accelerate hiring without completing the entry

An EOR can be useful before the company has its own employment infrastructure. It should be paired with legal and tax analysis of employee activity, authority, customer interaction, IP, data and the expected duration of the model.

    Specialist check

A local entity can be justified by activity before headcount

Local invoicing, customer procurement, direct employment, senior authority, property contracts, inventory, warranty or regulated activity can make an entity relevant earlier than a simple employee threshold suggests.

    Evidence

Funding and FX procedures belong in launch design

The practical flow of capital contributions, intercompany services, local collections, debt, dividends and supplier payments should be confirmed before it becomes a payroll, customs or vendor problem.

Confirm with advisersAgency and distribution law, exclusivity, commission, customer ownership, termination and local-content expectations.

    3. Employment

How will each role be engaged and managed?

Typical pathsIndependent contractor, EOR employee, direct employee, temporary project resource.

Confirm with advisersWorker classification, labor terms, collective agreements, benefits and termination.

    4. Revenue and invoicing

Who signs customer contracts and earns local or regional revenue?

Typical pathsForeign parent invoicing, local invoicing, distributor resale, intercompany service model.

Confirm with advisersVAT and income tax, transfer pricing, withholding, permanent establishment and customer procurement.

    5. Entity and governance

What vehicle and decision rights match the operation?

Typical pathsLocal SRL, SAS or SA, branch or registered foreign company, no entity during a limited pilot.

Confirm with advisersVehicle fit, foreign ownership, directors, books, capital, liability and reporting.

    6. Banking and funding

How will payroll, vendors, imports and working capital be funded?

Typical pathsCapital contribution, intercompany services, debt, local collections, distributor funding.

Confirm with advisersFX documentation, bank onboarding, remittance, cash management and payment timing.

    7. IP, data and contracts

Where do IP, customer data, warranties and employment-created work sit?

Typical pathsParent ownership, local licenses, intercompany agreements, local vendor and customer terms.

Confirm with advisersData protection, IP assignment, cybersecurity, warranty and cross-border transfers.

    8. Workplace, imports and field operations

Who commits to office, inventory, workshop, service, HSE and local vendors?

Typical pathsCoworking, DMO, direct lease, warehouse, third-party logistics, field base, temporary facility.

Confirm with advisersContracting entity, importer of record, certification, insurance, HSE, guarantees, termination and responsibility boundaries.

    Product-led and industrial market-access paths

PathWhat it can do wellWhat remains unresolvedTrigger to revisit
Direct export to customerMaximum control over the sale with limited local fixed cost.Importer, customs, local service, customer credit, warranty and field response.Customers require local invoicing, stock, registration or service.
Agent or representativeLocal relationships and market access without buying and reselling inventory.Import responsibility, pricing control, service capability and termination exposure. The agent cannot support tenders, after-sales or customer coverage.
Distributor / importerLocal import, stock, billing, collections and sometimes service.Margin, customer ownership, transparency, exclusivity, brand control and technical quality.Strategic accounts demand direct engagement or distributor economics fail.
Local entity and direct operationDirect contracts, local team, invoicing, stock and controlled service model.Working capital, compliance, tax, banking, customs, governance and fixed cost.Demand is proven and control matters more than optionality.
Project partner / temporary entrySupports demonstrations or project-specific work without a full permanent platform.Customs authorization, bond, ownership, return logistics, warranty and repeatability. The project becomes recurring or installed-base support is required.

Building the Team and Local Capability

    Executive question

Can we assemble the people, leadership, channel and technical capabilities required by the operating plan, at the quality, English level, response time and total cost we need?

    Provisional conclusion

Argentina offers substantial talent and corporate depth, but the required capability must be validated role by role and operating thesis by operating thesis. A delivery hub, a commercial operation, an industrial service platform and a regional headquarters need different first teams.

Expert perspectiveJuan Litovichi (“Lito”)Labour reform, employer responsibilities, legal structure and regulatory riskGabriel BenmerguiTechnical hiring timelines, talent availability, recruiting difficulty and team-building cost

A large talent ecosystem can coexist with scarcity in one seniority, specialty, language profile or location. A local operation can also fail with excellent hires if it lacks channel, field service, imports, finance or decision authority. The first question is not how many people to hire. It is which capabilities must be local from day one and which can remain regional, outsourced or partner-led.

    Evidence

The knowledge economy is large enough for serious diligence

Argentina reported more than 285,000 formal knowledge-economy jobs and USD 9.6 billion of service exports in 2025. That is a credible operating base, but it does not prove availability for a particular role, seniority or sector.

    Evidence

English is a useful signal, not a hiring guarantee

Argentina and Buenos Aires score strongly in EF's index. The test-taker population is self-selected, and role-level spoken, written and client-facing ability still has to be assessed in a live funnel.

    Decision framework

Role family and seniority matter more than country averages

A senior bilingual technical sales engineer, a field-service manager, a software architect and an experienced country leader are different markets. Each needs its own scorecard, source strategy, compensation range and time-to-hire test.

    Decision framework

    Capability is broader than headcount

Market access, customer ownership, technical service, imports, HSE, finance, payroll, vendor administration and workplace operations may sit with employees, partners or managed providers. The operating model should say where each capability lives.

    Evidence

Salary data must be dated, local and refreshable

Randstad's July 2026 salary report is now the current external benchmark, with bands by industry and region. Because compensation moves quickly, use the published ranges as a dated starting point and replace them with current candidate and employer evidence before approving offers.

    Decision framework

Gross salary is not the operating budget

Budget salary, employer contributions, benefits, recruiting, equipment, office or field costs, travel, overtime or rotations, payroll, FX, severance exposure and compensation review together.

    Evidence

Retention is a management design question

Compensation cadence, prepaga, career path, local authority, manager quality, field conditions and headquarters behavior all affect retention. A low initial salary benchmark is not a durable labor strategy.

    Decision framework

The first local leader shapes every later decision

A credible country, delivery, commercial or operations leader improves hiring, adviser coordination, customer trust and headquarters feedback. Waiting too long often leaves the expansion managed by a distant functional team with no local authority.

Law 27.802 was published on March 6, 2026. Its Fondo de Asistencia Laboral was regulated by Decree 408/2026 and its commencement was postponed to December 1, 2026 by Decree 1228/2026.

Hello editorial update · October 21, 2026 (not reviewed by the expert). Decree 1228/2026, published October 20, postponed the FAL commencement date to December 1, 2026 and extended the minimum waiting period to twelve complete consecutive monthly periods, counted from the month in which the first actual contribution is registered with ARCA. Confirm application with employment and payroll advisers. Decree 1228/2026, articles 1–3.

    What changed

The FAL creates a funded mechanism intended to assist private-sector employers with specified termination obligations for properly registered workers.

    What did not change

The regulation states that the FAL does not modify the existing indemnity regime. Argentina is not an at-will employment jurisdiction.

    What management should do

Model the applicable contribution, eligibility, collective-agreement and termination treatment with Argentine employment and payroll advisers before hiring or budgeting.

ARCA General Resolution 5907/2026, published October 1, set FAL implementation rules before the postponement under Decree 1228/2026. Payroll advisers should confirm employer registration and applicable steps before the first affected period.

    Workplace and Operating Footprint

    Executive question

What workplace and physical operating footprint fit our Argentina operation now, and what should trigger the next change?

    Provisional conclusion

Separate three decisions: how the team works, how the office is delivered, and whether the business also needs a field, service, inventory or workshop footprint. A Dedicated Managed Office can be a durable Buenos Aires corporate base, but it does not replace specialized industrial infrastructure.

Named operator perspectiveMartin FrankelDMO strategy, Buenos Aires office delivery, workplace operations and corporate/field footprint design

Argentina remains strongly office-oriented, while hybrid policies create a real need for flexibility. A team can work hybrid from coworking, a Dedicated Managed Office or a traditional lease. An industrial company can also need a Buenos Aires office and a separate Neuquén or field operation. Combining these questions into one maturity ladder causes premature commitments and hides responsibility boundaries.

    Hello perspective

    Core DMO team range

Hello's core product is a private, custom-designed and fully managed office for serious teams.

Decision 1: define the work policy

    Which work requires physical presence?

Client meetings, onboarding, leadership, training, confidential work and complex collaboration create different attendance needs.

Collect: Role-by-role activity map and manager interviews.

What is peak attendance, not average attendance?

A three-day policy can concentrate demand on the same days.

Collect: Expected day-by-day attendance, room demand and visitor load.

How much privacy and acoustic control is required?

Calls, IP, client information and focus work are difficult in dense shared environments.

Collect: Call volume, confidentiality, room and phone-booth ratios.

    What should the workplace communicate?

A delivery center, sales office, industrial client hub and regional headquarters need different arrival and hospitality experiences.

Collect: Visitor profile, employer brand, training and leadership use cases.

    How much change is expected?

Headcount, policy and business uncertainty determine how much optionality is worth paying for.

    Collect: 12, 24 and 36-month scenarios.

Decision 2: choose how the office is delivered

    Workplace option

    Coworking / private flex suite

Best fitSmall or uncertain teams that prioritize immediate entry and short commitment.

AdvantagesFast, furnished, services included, easy to expand or exit.

Trade-offsShared brand and infrastructure, higher density, limited customization and privacy.

    Hello workplace offer

    Dedicated Managed Office

Best fitTeams that need a private, branded and fully operated office without client CapEx or facilities burden.

AdvantagesCustom layout, one client, one monthly structure, managed design, build and operations.

Trade-offsRequires a defined team need and a medium-term service commitment.

    Workplace option

    Traditional lease

Best fitCompanies seeking direct real-estate control that accept CapEx and internal facilities responsibility.

AdvantagesMaximum control over asset, vendors and long-term design.

Trade-offsLonger commitment, build-out risk, furniture CapEx and ongoing facilities burden.

Decision 3: separate the corporate office from specialized operating infrastructure

Buenos Aires corporate and client hub

    Where leadership and relationships sit

    • Country leadership and finance/admin.
    • Commercial and technical sales.
    • Client meetings, training and executive visits.
    • Recruiting, onboarding and regional coordination.
    • Private branded workplace and daily operations.
    Neuquén or field operating presence

    Where proximity and response sit

    • Field service and customer access.
    • Spares, inventory or third-party logistics.
    • Workshop, testing or technical support.
    • HSE, rotations and project teams.
    • Temporary or permanent project facilities.
    Specialized facility decision

Do not force one property to do every job

    • An office is not automatically a warehouse.
    • A DMO does not replace a workshop or yard.
    • Service-response geography may differ from leadership geography.
    • Responsibility and insurance boundaries must be explicit.
One Argentina operation can require two different physical solutions
Buenos AiresCorporate and client baseLeadership · sales · finance · recruiting · meetings · training
    Distinct jobs↔One governance model
Field or project marketSpecialized operating footprintService · spares · HSE · workshop · inventory · project teams

A DMO can solve the Buenos Aires corporate base. It does not pretend to replace specialized industrial infrastructure.

A stage framework, not a maturity ladder

    Small, uncertain team

Remote work, day passes, coworking or a private flex suite may preserve optionality while attendance and hiring assumptions are tested.

    Privacy and identity matter

A private flex suite or early DMO may lead, depending on client visits, confidentiality, peak attendance and growth.

    30 to 200+ people

A DMO becomes a strong option when the company wants a serious private office without client CapEx, build-out execution or internal facilities burden.

    DMO or direct lease

The choice depends on capital appetite, operating capability, desired control, tenure and whether outsourcing the workplace remains strategically useful.

    Hello perspective

    Hello's Dedicated Managed Office model

A Dedicated Managed Office is a private office for one company, designed around its team and operated end to end. The initial service term depends on the project: Express may start from approximately 24 months; regular DMO generally requires a longer commitment. The monthly fee for the agreed scope schedule is agreed upfront for the full term, including any predetermined later-year step-ups, and the client does not deploy the initial office CapEx. Hello coordinates design, build-out, furniture, IT coordination, cleaning, maintenance and ongoing workplace service.

    Commercial clarity

The fee schedule is known from day one. It may include predetermined step-ups in later contract years, but it is not an open-ended or variable repricing mechanism.

    DMO Standard

Efficient, warm and professional. Smart value for teams that need privacy, meeting rooms, call space and operational quality with disciplined cost allocation.

    DMO Signature

More institutional and client-facing, with selective investment in arrival, boardroom, hospitality, acoustics, AV, lighting, visible finishes and brand experience.

Standard and Signature are experience levels, not stages of corporate maturity. A DMO can remain the right long-term workplace model. Hello has a commercial interest if this model is selected.

    Operating Successfully

    Executive question

What management system must headquarters and local leadership establish so the Argentina operation performs after launch?

    Provisional conclusion

The operation needs clear local authority, a compensation and benefit cadence, predictable funding and payments, customer and supplier discipline, explicit field and HSE responsibilities, and a repeatable headquarters rhythm. These are operating-design choices, not post-launch details.

Expert perspectiveGlass Executive SearchExecutive search, compensation design and culture-building for early-stage teams

Many expansion plans devote significant attention to incorporation and hiring, then treat day-to-day execution as an implementation detail. In practice, local authority, customer onboarding, payroll, vendor payments, import lead times, service response, field safety, workplace quality and headquarters access determine whether the operation becomes a real part of the company or an expensive satellite.

Six operating failures to design against

These are operator-led failure modes to test before scale makes them expensive. They are not a claim that every company will experience them.

    Failure 1

    Headquarters retains every meaningful approval

Offers, pricing, vendor choices and customer commitments wait for multiple time zones.

Establish thresholds and delegated authority before launch.Management output: written decision thresholds, named approvers and an escalation SLA.
    Failure 2

Compensation moves faster than the review cycle

Candidate declines, counteroffers and off-cycle requests rise while headquarters uses stale ranges.

Define the evidence and approver that trigger a market review.Management output: compensation-review trigger, evidence owner and maximum approval time.
    Failure 3

U.S. and Argentine calendars are never reconciled

Holidays, vacation planning and peak operating periods create recurring friction.

Publish one operating calendar and service policy from day one.Management output: one published U.S.-Argentina operating calendar and service policy.
    Failure 4

Funding and vendor payments are treated as back-office details

Payroll, imports or local suppliers depend on last-minute transfers and exceptions.

Build the funding calendar, reserve and backup bank path before commitments.Management output: 13-week funding calendar, reserve floor and backup payment path.
    Failure 5

The local leader is accountable without authority

The country lead owns results but cannot approve the decisions that create them.

Match accountability with decision rights and escalation rules.Management output: decision-rights matrix that matches accountability with authority.
    Failure 6

Customer, field, HSE or service promises fall between functions

Commercial commitments are made without a clear owner for imports, warranty, safety or response time.

Assign one owner and one service standard for each promise.Management output: one accountable owner, service standard and incident path for each promise.

    Taking the Next Step

    Executive question

What should leadership do next, given the operating thesis and current stage?

    Provisional conclusion

Use the same evidence discipline for three different situations: evaluation, committed launch and scale correction. Do not force a company that has already decided to enter Argentina back into a generic country debate, and do not let a company still evaluating jump prematurely into execution.

Expert synthesis panelJuan KennedyOperational readiness, taxation, funding and first-year cost planningJuan Litovichi (“Lito”)Labour reform, employer responsibilities, legal structure and regulatory riskGabriel BenmerguiTechnical hiring timelines, talent availability, recruiting difficulty and team-building costGlass Executive SearchExecutive search, compensation design and culture-building for early-stage teams

The objective is not to eliminate uncertainty. It is to know which uncertainties are acceptable, which can be tested cheaply, which need specialist resolution, and what the next irreversible commitment actually is.

Five gates before the next irreversible commitment

Choose one state for each gate. No score or automatic recommendation is produced. Responses stay in this browser.

    Decision framework

Choose the action track that matches your stage

    Track A

Still evaluating: a 12-week diligence sequence

Determine whether the operating thesis is strong enough to justify a pilot or launch.

    Weeks 1-2

    Internal thesis

    • Define why Argentina.
    • Assign sponsor and decision owner.
    • Specify activity, customers, roles and stop conditions.
    • Build a 12-month budget range.
    Weeks 3-6

    Market validation

    • Run talent, customer or channel tests.
    • Map legal, tax, employment, import and banking questions.

    • Identify the first irreversible commitment.
    Weeks 7-10

    Launch alternatives

    • Compare structure and channel options.
    • Confirm capability, funding and service design.
    • Estimate timing and contingency.
    • Resolve decision-critical advice.
    Weeks 11-12

    Decision memo

    • Replace assumptions with evidence.
    • Record unresolved items.
    • Approve proceed, pilot, pause or stop.
    • Name the next commitment and owner.
    Track B

Decision made: a 12-week launch map

Translate the country decision into owners, dependencies, day-one gates and a controlled first operating phase.

    Weeks 1-3

    Lock the operating model

    • Confirm first customers or internal mandate.
    • Select channel, employment and entity workstreams.
    • Appoint launch owner and local leader.
    • Freeze first-role and capability cards.
    Weeks 4-6

    Clear infrastructure

    • Banking, funding, payroll and benefits.
    • Contracts, data, IP and insurance.
    • Product, customs, standards and HSE where relevant.
    • Workplace and field footprint brief.
    Weeks 7-10

    Execute first commitments

    • First hires or partner agreements.
    • First customer/vendor onboarding.
    • First workplace or field solution.
    • Operating dashboard and escalation.
    Weeks 11-12

    Day-one readiness

    • Test payroll, payments and reporting.
    • Confirm service and responsibility boundaries.
    • Run launch simulation.
    • Approve first 90-day gates.
    Track C

Already operating: an 8-week correction and scale review

Fix structural friction before adding headcount, inventory, space or customer commitments.

    Weeks 1-2

    Diagnose

    • Map authority and bottlenecks.
    • Review cost, retention and customer friction.
    • Identify compliance and cash exposure.
    • Measure workplace and field use.
    Weeks 3-4

    Recalibrate

    • Update structure, channel and capability map.
    • Reset compensation and service levels.
    • Clarify partner responsibility.
    • Rebuild scale assumptions.
    Weeks 5-6

    Correct

    • Delegate decisions.
    • Fix funding, collections and supplier workflow.
    • Adjust office, field or inventory footprint.
    • Resolve high-risk specialist items.
    Weeks 7-8

    Approve scale gates

    • Name evidence for next growth step.
    • Set owner and review cadence.
    • Define pause and stop conditions.
    • Approve the next irreversible commitment.
